In 1979, the sixth Group of Lianmeng Village built a shop facing the south of Dongfeng Road, opposite to the Third Hospital of PLA, and planned to open a village-run enterprise.

On July 26, 1980, Dongling Village opened Lianmeng Comprehensive Service Department of Jintai District of Baoji City. The Service Department had a wood processing plant, a black and galvanized iron processing department, a vehicle maintenance department, canteens and shops, etc.

On June 20, 1984, Lianmeng Comprehensive Service Department of Jintai District was divided into Lianmeng black and galvanized iron processing plant, carpentry processing plant, vehicle maintenance department and other enterprises.

On October 4, 1985, Lianmeng black and galvanized processing plant expanded its scope of business and established Baoji Jintai Dongling Machinery Riveting and Welding Plant.

On July 15, 1988, Li Heiji signed a three-year enterprise contracting agreement with the sixth Group of Lianmeng Village (Dongling Natural Village), received Dongling Machinery Riveting and Welding Plant with assets of only 10 thousand yuan, and began to enter the stage of entrepreneurship of Dongling Group.

In July 1989, “Articles of Association of Jintai Dongling Machinery Riveting and Welding Plant” was compiled. The Articles of Association stipulated that the plant was a collective enterprise belonging to the sixth Group of Lianmeng Village, and the contractor Li Heiji was the enterprise legal representative. The enterprise conducted “independent accounting, independent operation and self-financing”.

On January 1991, Li Heiji once again signed enterprise contracting agreement with the sixth Group of Lianmeng Village with a contracting period of five years.

In 1992, Dongling Machinery Riveting and Welding Plant completed a total industrial output value of 8.56 million yuan, total sales revenue of 8.9 million yuan, and profit tax of 318,400 yuan.

In June 1993, Li Heijin was awarded the honorary title of “National Rural Youth Spark Leader” by the Central Committee of the Communist Youth League.

At the end of 1994, the operation revenue of Dongling Machinery Riveting and Welding Plant exceeded 100 million yuan, and the fixed assets of the enterprise reached 20 million yuan.

At the beginning of 1995, Li Heiji was elected as the group leader of the sixth villager group of Lianmeng Village, and Dongling started to use the management system of “leading villages by enterprises, integrating villages and enterprises and developing together”.

In August 1996, with the approval of Baoji Economic System Reform Committee, Baoji Dongling Group was established.

On April 6, 1997, Baoji Dongling Group merged the Comprehensive Material Supply and Marketing Company of Jintai District of Baoji city, and initiated the reform of private enterprises merging and reorganizing state-owned enterprises.

In February 1998, Dongling Group was listed as “Provincial Key Support Circulation Enterprise” by Shaanxi Economic and Trade Commission.

On August 12, 1999, Dongling Village held the first session of election of village committee. After the secret ballot of villagers, Li Heiji, General Manager of Dongling Group, was elected as the village committee director and established the management system of “leading villages by enterprises, integrating villages and enterprises and developing together”.

On June 9, 2000, Baoji Dongling Group reformed, and set up Shaanxi Dongling Industry and Trade Co., Ltd. Li Heiji, the general Party branch secretary and village committee director, served as the chairman of board and general manager.

On November 16, 2001, Dongling 50,000-ton zinc smelting project was completed and put into operation by one-time ignition.

At the end of 2002, Dongling Group’s total income reached 1.9 billion yuan, and for the first time entered the list of Top 500 Private Enterprises of China, ranking 38th.

In May 2003, Dongling Group invested 1.6 billion yuan in Changqing Industrial Park of Fengxiang County to acquire 1000 mu of land, and signed the contract of building 100,000-ton lead and zinc smelting and 700,000-ton metallurgical coke production project.

In December 2004, Tong Mingke, the Deputy Party Secretary and Vice-general Manager of Dongling Group was awarded the honorary title of “National Rural Youth Leader Model of Entrepreneurial Wealth” by the Central Committee of the Communist Youth League and the Ministry of Agriculture.

In May 2005, Li Heiji, the Party Secretary, Chairman of the Board and General Manager of Dongling Group honorably won the title of “National Model Worker”; at the end of that year, Dongling Group’s total income reached 8.448 billion yuan, and entered the list of Top 500 Enterprises in China for the first time, ranking 398th.

On June 1, 2006, ISP smelting project in Changqing Industrial Park was put into production and produced zinc, marking the full completion and operation of 100,000-ton lead and zinc smelting project and 700,000-ton coking production project of Dongling Group; at the end of that year, Dongling Group’s sales revenue reached 12.1 billion yuan and the profit and tax reached 750 million yuan, which exceeded 10 billion yuan for the first time.

On December 26, 2007, on the working meeting of Shaanxi Province non-public economy, Li Heiji won two great honors of “Outstanding Private Entrepreneurs of Shaanxi Province” and “Private Entrepreneurs making Outstanding Contributions to the Development of Social Public Welfare Undertakings of Shaanxi Province”.

On January 2008, Li Heiji was elected as the Deputy to the Eleventh National People’s Congress.

in September, production celebration ceremony of 100,000-ton zinc smelting technology expansion and change project of Shaanxi Dongling Zinc Industry Co., Ltd. was held in Fengxian County.

From March 5 to March 14, 2010, the third session of the eleventh National People’s Congress was held in Beijing, and Li Heiji attended the congress with Shaanxi delegation. During the congress, Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat, and Wang Zhaoguo, member of the Political Bureau of the CPC Central Committee and Vice-chairman of the Standing Committee of the National People’s Congress cordially received Li Heiji and took a photo with him.

On July 30, 2011, China Enterprise Directors Association awarded Shaanxi Dongling Industry and Trade Group Co., Ltd. “Outstanding Private Enterprise in China”, “Vice-president Unit of China Enterprise Directors Association” and awarded “Outstanding Private Entrepreneurs in China” certificate to Comrade Li Heiji.

On February 15, 2012, the main product “Dongling Brand” zinc ingot of Dongling Zinc Industry was awarded “Shaanxi Famous Brand Product”.

on December 31, the commencement ceremony of New Dongling Urban Complex Project was held ceremoniously, The total investment of that project was 23 billion yuan, covering an area of 1,536 mu and with a construction area of 3.1 million square meters.
